The IT Advantage for Governments: Government of Haryana
Microsoft Windows 2000 Server and SQL Server 2000 help ensure an effective workflow application for the Haryana State Treasury.
The Haryana State treasuries department was faced with a problem common to others in the country. The treasury department has 21 district level and 80 sub district level treasuries, all located in different regions. Managing and tracking the funds inflow and outflow was done in the traditional manual manner, leading to inefficiencies in the process. With an objective to ensure the effective use of Information Technology within its departments, the Government of the state of Haryana decided to implement an Online Treasuries Information System developed by the National Informatics Centre.

Today, Windows 2000 and SQL Server 2000 allow the treasury easy to access real time information. The solution has also created a secure, highly reliable and scalable workflow application for the treasury.

Situation
A manual system creating transparency issues
The State Government of Haryana had plans to upgrade the standard and quality of administration, particularly in the social and public services sector through a process of modernization and rationalization. However, the government was faced with a problem with respect to funds - though the treasury did have the funds, a manual system of tracking funds inflow and outflow made access to information accurately and regularly, difficult. Decision making was thus impacted, and the state could not effectively utilize the funds available for its welfare.

Islands of incorrect information
At each department, data entry was undertaken in different forms. Some departments adopted the manual method while others used a computerized system. Information lay in repositories all over the state. This heterogeneous environment called for a standardized method of data collation, which was a combination of manual and automated processes, and was prone to data entry errors.

Lack of real time information
In every state a lead bank combines and co-ordinates all treasury related work. This bank is responsible for coordinating with and collating the transactions of all banks in the state and then reporting to the treasury. The involvement of numerous banks and the lack of a computerized workflow made the data collection process long, tedious and cumbersome. The biggest problem though, was the time lag between when the funds came into a bank, and when the state treasury actually found out about the transaction. The treasury was totally dependent on the internal processes of the banks - which were often marred by inefficiencies.

A disconnected workflow
What the government needed was a solution that would effectively integrate the 21 district treasuries, 80 sub-treasuries in a total of 101 locations, in addition to the Directorate of Treasuries & Accounts, the Accountant General of Haryana and the Accounts & the Finance Department. These in turn needed to be linked to the branch offices of various nationalized banks to ensure smooth data transaction between the banks and the treasury.

Solution
An Online Treasury Information System
The government decided to use Microsoft Windows 2000 server and the Microsoft SQL Server 2000 to support an Online Treasury Information System. It took support from the National Informatics Center for this project. High-end Windows 2000 Servers and SQL 2000 Servers were deployed at the District Treasuries. Clients were deployed only at the Sub-Treasuries. In the case of Banks, the client/ server requirement or client at different locations depended upon the workload. At every end a dial-up/ online connectivity for data transfer was also ensured.

Efficient and effective funds mobilisation
Daily status reports are now collected from all treasuries through e-mail. The government has real time information of the funds available to the state, helping it keep track of the cash inflow and outflow, and facilitating better planning of funds. Typically, data entry of two types is done on a daily basis - receipts and payments. In the case of receipts, the data entry and the first stage of verification begins at the banks end and is transmitted at the end of the day at the treasury where it is verified again. In the case of payments, the process is initiated at the treasury's end where after the bill is cleared, the data is sent to the bank for completing the payment process. Once the bank clears this payment the updated information is sent back to the treasury. This automation has ensured that data is collected in a consistent manner, updated and shared regularly - improving the transparency in treasury operations.

The Online Treasuries Information system provides for an efficient, transparent mode of cheque clearances, and facilitates faster payment processes, saving people time, and reducing the red tape involved in conducting transactions with banks and state authorities. The biggest benefit to citizens however is the improvement in government and administrative services - a direct result of better funds planning that the government will now be able to do.
